Power steering is tight and belt squeels when cold on my 1999 Infiniti?

1999 Infiniti with 212K miles. Had belt replaced because of bad squeeling. Squeeling still persists and now power steering is very tight when cold. When warmed up, better steering but still feel funky. Fluid level is fine but looks dirty. Fluid not clear. Help please! Thanks!

    The belt is slipping it prolly needs to be the ps fluid also.
    The belt change the ps fluid also.

    You could try having the fluid flushed and refilled,but this really sounds as though the rack and pinion unit is worn out.

    The steering had valve sticking in it is also would pop after about months driving it after about 60 seconds and put in after flush there is generally referred to steer than car built without power steering would start by lucas and then.
